We want to take a moment to highlight the community outreach that our inmate staff has done in the past. Featured in local news is Brandon, standing on the left of the above image, who takes up a leadership role in activities and conversations held between CTF Inmates and Palma High School students. They both serve as each other's role models by discussing each other's past and the choices they made to get where they are now. The students avoid taking similar actions the led the inmates down a dark path and the inmates learn what positive actions the students are taking in order bring themselves on the right path. It’s a successful and flourishing program that continues to this day. We are proud to support inmates like Brandon by providing them with an opportunity for them to learn valuable skills and work experience that they can in turn use on the outside to earn an honest living when they are released. R2 Certification and R2v3 Certification - promoting reuse and recycling

What are R2 and R2v3 Certifications for End-of-Life Electronics Recycling?

R2 (Responsible Recycling) and R2v3 (R2 Version 3) are certifications for electronics recycling organizations that adhere to responsible and sustainable practices.

The R2 Certification is a leading industry standard developed by SERI (Sustainable Electronics Recycling International) to ensure the safe and environmentally responsible management of electronic waste. It covers various aspects of the recycling process, including data security, worker health and safety, downstream recycling chain management, and environmental protection.

R2 stands for Responsible Recycling and is a standard specifically created for the electronics recycling industry by Sustainable Electronics Recycling International (SERI). SERI is the housing body and ANSI-accredited Standards Development Organization for the R2 Standard: Responsible Recycling Practices for Use in Accredited Certifications Programs.

R2v3 is the latest version of the R2 standard, released in 2020. It encompasses additional requirements to address evolving industry practices and challenges. R2v3 places a greater emphasis on data security and the responsible management of lithium-ion batteries, among other updates.

EPA recommends using certified electronics recyclers to manage unwanted used electronics. Currently, there are two accredited certification standards in the United States and one of those is R2.

These certifications verify that an electronics recycling facility follows strict standards for handling e-waste and avoids harmful practices such as exporting waste to developing countries or disposing of it in landfills.

What is the R2 Certification Process?

1. Company Evaluation: To start the certification process off on a strong footing, an in-depth examination is undertaken of current practices, documents and compliance with relevant laws and regulations of your organization.

2. Training: Employees receive training on how to comply with and implement procedures required by the R2 Standard in terms of responsible recycling. 3. Documentation: To demonstrate compliance, documents and policies that demonstrate that every provision of the R2 Standard have been fulfilled are developed within the company.

4. Facility Audit: An independent third-party auditor visits your recycling facility to confirm compliance with R2 Standards. They conduct an on-site inspection, review documentation and interview employees to assess whether or not compliance exists.

5. Corrective Actions: Should any non-conformities or opportunities for improvement be identified during an audit, the company must address them and take the necessary corrective actions.

6. Certification Decision: Following an audit, a certification body reviews the auditor's report and makes its certification decision either accepting or declining an R2 certification application.

7. Surveillance Audits: Once certified, periodic surveillance audits must be conducted to monitor compliance with the R2 Standard and remain compliant. Depending on your certification body's guidelines, these may occur annually or as specified.

ISO 45001 was designed to replace OHSAS 18001, while aligning with other ISO management system standards like ISO 9001 (quality management) and 14001 (environmental management). ISO 45001 takes an emphasis-driven risk-based approach when setting health and safety objectives within organizations.

ISO 45001 sets out the requirements of an effective occupational health and safety management system, such as:

Context of Organization : Organizations should identify all internal and external factors which could impede their health and safety performance, in this section of ISO 45001.

Environment, Health, and Safety - On-site The Scope has two main functions. Ensures that the certification properly identifies and covers all R2 eligible procedures. Gives information that is transparent about the individual operations that have been audited and certified at a facility.
Focus Materials - This section specifies a number of conditions that eligible downstream vendors must meet.
Reusable Tools and Components - Reuse to be the ideal method of recycling electronics and anticipates R2 Certified recyclers to place a strong emphasis on repair and reuse in their business practices.

The group talked to D.C. legislators about a number of issues, but Ramondetta said he was glad that they had a chance to talk about the importance of transportation, healthcare, cybersecurity and funding computer science education in K-12 schools.

One option to reduce the amount of traffic, especially through Silicon Valley, is promoting alternatives to take cars off Highway 101 and the 280 corridors where traffic is severely congested.

The group urged legislators to approve full funding for Caltrain’s electrification project, which would take more cars off the road and support the Bay Area business community. The news was announced this month that the Federal Transit Administration approved a $647 million full funding grant agreement for Caltrain’s electrification and modernization.

With the funding, Caltrain can immediately access millions of dollars in federal appropriations and proceed with the shovel-ready project.

“This news, quite clearly, is electrifying,” Silicon Valley Leadership Group CEO Carl Guardino said this month. “This single step nearly doubles Caltrain ridership, which is a game changer for the congested Highway 101 corridor.”

The group also advocated for BART funding for the extension to Silicon Valley, which will link BART with Caltrain and create a system of rapid rail that circles the entire Bay Area. Bay Area voters already agreed to support BART’s expansion, a bold move that provides local matching funds.

How We Developed a Business Model Focused on Reuse,Recycling and Security

This case study was used by Sustainable Silicon Valley in their “Eco Cloud Call for Solutions”Competition.

Sometimes the simplest sustainability solutions are right t in front of us and the easiest to do . Although not as exciting as a new technology innovation solution, our solution requires simple adjustments in behavior that can have a huge sustainability impact.

The rapid acceleration of technology of “must-have” new electronic product introductions has created a society of accelerated obsolescence. Many electronic products are disposed of as waste disposal when they have substantial repair and reuse potential before their life is over.

Additionally, e-waste contributes up to 70% of the toxic substances harmful to humans and in landfills like mercury, cadmium, arsenic, PCB, and lead. UpcyclIT® provides an alternative to waste and recycling. Recycling destroys working or non-working assets into raw materials that may or may not be reused, whereas “upcycling” provides for reuse options.

It extends a product’s useful life cycle and as explained below, is far more economically and environmentally friendly. Our natural resources are preserved, and pollution is limited. This is the proper sustainability solution.

Statement of Problem

The rapid technology acceleration of so many new electronic product introductions has encouraged accelerated obsolescence of electronics with detrimental planetary implications. For example, a single TV has as many as 5000 toxic components. If not properly reused or disposed of, hazardous toxins will leach into landfills and the environment. Electronic waste disposal is the fastest-growing waste stream worldwide.

Globally, over 50 million tons of e-waste are produced annually; 5 million tons of e-waste are disposed of in the U.S. alone, but less than 14% is recycled. An electronic product is often disposed of as waste well before its lifespan is over. 60-80% of U.S. e-waste or recycling ends up being shipped overseas to developing countries like China, India, and Vietnam which can process e-waste at up to 10 times cheaper than in the United States.

With few regulations, dismantling and processing happen with rudimentary tools and little inhalation protection for fumes from toxic substances which are harmful and even deadly to those that work with them. The creation of a cottage industry of crude recyclers in these “e-waste cities” takes advantage of many children who have to live and work in these “cities”. Workers are paid about $6/day to process and breathe hazardous substances and fumes for 10-12 hrs/day. Increasingly, we have become a throwaway society.

Gone are the days that so many of our parents grew up in where tough times like depression or war necessities breed innovation and reuse. For example, when milk bottles were sanitized and reused again and again. Now we recycle, grinding down bottles and cans every time we use them requiring excessive amounts of energy, resources, pollution, time, and money to remake that same product. Like the challenges in our parent’s era, our planetary challenges like global warming, economics, health, and depleted resources are just as tough. True sustainability requires reusing “upcycling” options.

Summary of Solutions

We need to learn from historical times. Historically, one man’s depleted and depreciated assets (trash) was another man’s treasure. For example, building materials were not disposed of; they were recycled and more often than not reused or “upcycled”. Great structures like churches in Europe were built on the foundations of existing architecture, reusing the materials from the older structures they replaced.

Unfortunately, in modern times surplus electronics were and are often disposed of as trash. In 2003, California became one of the first states to not only encourage but to fund recycling with a consumer fee on many electronic products purchased. The effort was well-guided and provided a monetary incentive for manufacturers and consumers to recycle.

Many local collectors like Surplus Service and others were established to collect e-waste and efficiently process it. Although consumers and manufacturers pay these recycling fees, the biggest bounty goes to recycling companies. From the fees California and other states collect, recyclers are paid by the pound for every electronic item they recycle; working or not, they grind it down into raw materials like glass, plastic, and metal. Although more viable than prior alternatives, recycling is not the most economically or environmentally efficient solution. Fortunately, their efforts have created a positive enlightenment of public and corporate behavior around recycling, green, sustainability, and eco-friendly alternative benefits.

The recycling stream uses a lot of energy. Reuse assets are not being recycled, therefore there are huge energy savings with reuse. Reuse provides less chance of the e-waste toxins being shipped overseas with healthier implications. Also, since the electronic asset is continuing to be used, there is no energy, resources, pollution, and raw materials needed to manufacture replacement products.

Manufacturing new products for products that still have a useful life uses substantial energy, raw materials, resources, and shipping. Alternatively, the savings from expanding reuse and the secondary market would have a huge planetary sustainability impact. Additionally, taxes and fees are saved since consumers in states like California don’t have to pay a recycling purchase or disposal fee.

Lastly, diverting these assets to businesses, organizations, and individuals that can utilize them, financially and environmentally benefits both parties. The secondary market is filled with tier 2, 3, or four companies, small businesses, and individuals who can benefit and expand their operations with reused “upcycled” electronics.

We need to learn from our past and take this to the next level by “upcycling”. Reuse options are still the best and most preferred options. They are generally easy behavioral adjustments. Recycling is a viable choice that we should continue but only as an end-of-life option. At some point, legislative initiatives should encourage regulatory efforts around reuse.

Currently, there are many local and national companies like Surplus Service that have developed a business model focused firstly on reuse, repair, refurbishment, and parts. Additionally, many of these reuse companies also provide recycling options for disposing of electronics but only at a true end-of-life point.

Historically government and corporate funding and initiatives have focused largely on making recycling initiatives “cool”.

Marketing and public opinion need to be encouraged around reuse. Surprisingly, currently, there are few if any regulations, ordinances, or incentives around reuse. The Recycling Waste Reduction Commission (RWRC) and Technical Advisory Committee (TAC) should be encouraged to recommend upgrading regulations and incentives around reuse by allocating some of the fees from recycling to incentivize reuse. This leadership could encourage a simple behavioral change that would have a huge bang for minimal bucks.

We were delighted to be a participant of this presentation by the California Volunteers Office of the Governor pushing for community volunteer initiatives. CA Volunteers receive our support for their recycling and volunteerism activities.

California Volunteers is the state agency dedicated to encouraging residents of the Golden State to participate in volunteerism, community service, and civic engagement in order to address some of the most urgent problems facing the state.

Volunteer Centers are organizations that link volunteers with nonprofits, other organizations, as well as government entities that require volunteers.

A Surplus of Green Business Practices

This case study was sponsored by Cool California to highlight Surplus Service’s success with operating a green business. Surplus Service has been named a Cool California Business of the Year.

Surplus Service is an e-waste recycling business providing an efficient, simple and secure way to dispose of used electronics and surplus equipment while avoiding unnecessarily adding material to the landfill.

Surplus Service has implemented many green initiatives as part of its standard operating procedures to reduce greenhouse gas emissions. Over 85% of the electronics that come into the facility are repaired, reused or re-marketed and the other15% are recycled, leaving nothing to deposit in the landfill. It is estimated by StopWaste that the company has removed tens of millions of pounds of hazardous waste and thousands of pounds of carbon emissions from the environment. In the past year, Surplus Service saved 24,849 kWh of energy, 27,590 gallons of water, and 5,177 pounds of CO2.

The business reuses boxes, packing materials, and other items whenever possible. When products are sent to customers, flyers are included with the package, informing them that the box and packing supplies are reused, and asking them to reuse or recycle as well.

Shipping cartons must contain a 30% or higher recycle content, shredded paper is used as a padding material for packaging, and wood pallets, pallet boxes, and containers are reused and recycled. They developed a partnership with United Parcel Service to reuse boxes, use OneDrive to share documents electronically, and use whiteboards instead of paper whenever possible. Significant waste reduction measures have resulted in the company going from using a small dumpster to a single garbage can for weekly refuse pick up.

Surplus Service purchased their building because of its close proximity to transit. New employees are given transit information and pickups are arranged at Bay Area Rapid Transit stations. Company vehicles use clean diesel instead of gas.

All office equipment and furniture in the facility are reused, and they have reduced the amount of waste they generate.

It is Surplus Service’s team policy to use natural lighting while working in the building rather than turning on fixture lighting. Indoor lighting is rarely used (motion sensors have been installed) and when needed, they have the ability to turn on only half of the T8CFL lighting fixtures. New employees are trained in recycling and lighting practices right after they are hired.

Surplus Service has been very involved with sustainability education in their community. For the Boy Scouts, they designed and sponsored a three-day Eagle Scout Sustainability Badge, focusing on energy conservation, greenhouse gas reductions, water savings, recycling, and green initiatives. The program was so popular that the Scouts asked to do monthly recycling events!

They also mentor students at local colleges, work with community leaders, offer internships, and participate in green events.

The Federal Small Business Administration’s (SBA’s) Small Business Development Centers (SBDCs) filmed Surplus Service’s green efforts to promote sustainability programs and highlighted the use of SBDC’s resources. The video is being used by the SBA on SBDC websites and other public relations forums to help educate other businesses and organizations.

Lithium-ion Car Battery Recycling Advisory Group

The Lithium-ion Car Battery Recycling Advisory Group was created to advise the Legislature on policies pertaining to the recovery and recycling of lithium-ion vehicle batteries sold with motor vehicles in the state. It is being led by the California Environmental Protection Agency (CalEPA), the Department of Toxic Substances Control (DTSC), and the Department for Resources Recycling and Recovery (CalRecycle).

Additional members come from the environmental community, auto dismantlers, public and private representatives involved in the manufacturing, collection, processing and recycling of electric vehicle batteries, and other interested parties.

The advisory group was formed in 2019 in response to Assembly Bill 2832 (Dahle, 2018).

California Apprenticeship Initiative Grant Award

The California Community Colleges, Vice Chancellor of Workforce and Economic Development Division is proud to announce the formal award of a $500,000 California Apprenticeship Initiative grant to Surplus Service. Surplus Service , an e-waste UpcyclIT® management company is pleased to launch a public-private partnership that will train new logistics, warehousing, and electronic repair apprenticeships for an exceptionally underserved and high-need population in federal detention facilities.

The Re-Entry Apprenticeships in Logistics (REAL) program is sponsored by Surplus Service, a Fremont-based e-waste UpcyclIT® management company that has partnered with the U.S. Department of Justice (DOJ) , Federal Bureau of Prisons , Peralta Colleges College of Alameda (CoA) , the Transpiration & Logistics Partnership and the Oakland Chamber of Commerce to establish its warehousing operations in two federal facilities with the potential for expansion across the system. This innovative partnership will model apprenticeships in new occupations while equipping participants with the skills, experience, and direct employment connections they need for successful re-entry into their communities.

The California Apprenticeship Initiative is overseen by the California Community Colleges Chancellor’s Office , headed by Deputy Chancellor Eloy Ortiz Oakley, in collaboration with the Division of Apprenticeship Standards. The mission of the CAI is to provide life-changing apprenticeship opportunities to California residents. Apprenticeship programs are the key to growing the ‘middle-skill’ workforce. , Employment types that fall under ‘middle-skill’ are those such as electricians, paralegals, plumbers, and other similar trade-based fields. Jobs in these fields are essential to the upward movement of the economy, yet the number of skilled workers in these areas continues to decline each year. Apprenticeship allows for the growth of these important job skills within the community.

Lou Ramondetta , President of Surplus Service, is committed to providing the San Francisco Bay area with environmentally and socially conscientious e-waste disposal and recycling services. Mr. Ramondetta has over 20 years of experience, nationally and internationally, in medical and electronic waste removal geared towards protecting the health and safety of area residents. In addition to his environmental efforts, Ramondetta is also an advocate for second-chance employment opportunities. The use of apprenticeships allows students to receive on-the-job (paid) and economically relevant skill training in both the practical and theoretical aspects of their chosen occupation.

The REAL program, administered through the Peralta Community College District, is geared at providing apprenticeship opportunities to the highly underserved population. The program will offer logistics, warehousing, and electronic repair apprenticeships to eligible participants. Release’s are re-imprisoned at incredibly high rates (almost 77% return to the system after 5 years) largely due to their inability to gain employment after leaving prison. The REAL program will expose eligible inmates to trade and skill training that they otherwise may have been unable to obtain due to a lack of resources, information, or funds.

The team at Surplus Service is proud to be the recipient of this award and looks forward to the commencement of the REAL program within California’s prison system. Since its establishment in the early 2000s, Surplus Service has provided the country with much-needed e-waste and medical recycling services and continues to champion for widespread social responsibility. Our continued innovative contributions to e-waste recycling solutions with our trademark UpcyclIT® solution has earned us the Governor’s Environmental and Economic Leadership Award (GEELA) – California’s highest environmental honor. With UpcyclIT® we aim to remove the problem of e-waste recycling in the Bay Area landfills by reusing electronics rather than simply recycling them.
